Once you've shown you've reformed you'll be able to get Hextech loot again. This is variable depending on your punishment and how you act now, so it could be months before you can start earning them again.

Blue's aren't RIOT. Nami is a player, just like us. He's just a player that volunteers on this board and the mods have determined he's not an ass and knows the rules, so he's what they call an Arbiter.

If you mean forum mods, they are not Rioters and literally all they do is moderate the boards. The Arbiter program is separate from them.
