Why can't Riot just assign perma-mutes to people instead of banning them?

Previously, they had infinitely stacking chat restrictions.

Many of the players just resorted to other methods of expressing their toxicity (i.e. ping-spam, trolling, intentional feeding, etc).

Generally, people just want toxic players removed from the community.

Perma-mutes means you have no way to communicate with your team , thats just plain dumb imo. Instead they should label players as toxic so ppl can mute them if they want
