When i call somone ""bad"" i get penalty games for it like i remember i said ""dude no offense but you are bad"" and i got 15 penalty games for that anyway today this guy in champion select menu said he will go eat dinner so he will be afk so he locked a champion and when game started he went afk so it was 4vs5 for the first 20 mins and we actually were dominating score was like 9:23 but the moment he came back he started feed becuz he was 5-6 lvl underleveled and that lost us game so 9 peoples reported him and he wasnt even punished for that becuz i didnt get notification that a punishment would be recieved so...what is this?

Just because u say "No offense" it doesnt mean u didnt offend him.

Punishments are very rarely given out for a single game. They are generally given out when a pattern of poor behavior is shown across multiple games. So if this player didn't get punished for this one game, it's likely because he doesn't do this very often, but that doesn't mean that your report doesn't count against them. It certainly does, and if they continue doing that in future games, then they very likely will get punished.

As a side note, you mention that the player in question went AFK. AFKs are handled by the Leaverbuster system which does not rely on reports for punishments. To my knowledge, if someone is punished by Leaverbuster for going AFK, you will not receive a notification that they were punished even if you report them.

Yeah when you're rude to people, you get chat restrictions or suspended.

Multiple reports in the same game don't stack. They have the same effect as one.

You won't always get a notification that the player was punished. However, if you reported them, and they receive a punishment shortly after, you will.

too many people never seem to get this but: first, it's the number of games that you're reported in, not the number of people that report you. this prevents situations like premades abusing the system by falsely reporting you. second, if you get a notification that a guy was punished, then the guy was punished, HOWEVER, if you don't get a notification, it doesn't mean he got away with it. the notification is something that rarely pops up, even if you don't get one it could still mean he was punished.
