honor question
just a quick question I have honor level 2 and haven't been able to get 3. does that mean there is a infraction on my acc from being toxic? and they wont give me a honor level up? I'm honor 2 and grinded 23 levels yet no level 3

it just takes a long time to get honor.
You gotta accumulate loads of honor to reach those higher levels. And I THINK that, if you have some low-level toxicity going on, you may be offsetting the positive honors you've received, even without earning a full-blown punishment.
Additionally, I actually wouldn't be surprised if players below level 30 gain less or no points towards honor levels. The benefits you get from those honor levels seem designed to compliment the usual BE rewards from leveling 31+. But that's just a random suspicion on my part, so it may be incorrect.
