if use ***** "stars" instead of bad words can I still be reported and banned? I wish I can flame my teammates sometimes but also not say anything bad a reply would be nice :)

If you are typing things like "Zed you're a ^^^^^^^^ ^^^ and I hope you ^^^" then yes, it's still reportable. Will the IFS pick it up? Probably not. Will you be punished for it? Probably not. At least not until the IFS learns to pick up on those stars as unacceptable. There's also the possibility that if you do it enough times, someone will submit a report via Ticket and Riot will do a manual review of your chat logs. Which would show clear toxic intent.
If you want to flame your teammates, but not get in trouble, say it outloud. Don't type it. Problem solved. Your teammates and Riot will never know it happened, and you don't get chat restricted or banned for it.
