Manual Review and punishment for obvious int'ing + afk'ing

A couple days ago i played a game with a rather toxic person, that flamed, afk'd, left the game, came back, ran it down mid and stayed afk while spamming ff votes.

After the game i filed an in-client report as well as a support ticket. Got the average copy paste answer we all know. So that's fine, data stuff etc., forwarding it to a team. Since the person only dc'ed or stayed afk for short periods of time, the automated system probably won't find these actions as well as the inting which only happened a couple times when he didn't run around doing nothing.

As of this point in time, the guy just finished a game 18minutes ago, so it's rather safe to assume that he didn't get banned yet.

I went through his match history and found several other games(ranked) where he did the same thing, which you can just get from looking at the op.gg stats. subtle inting and going afk for periods of time (which you can easily see by not getting any exp for longer amounts of time)

I jsut don't get it. It'sseveral cases where he is obviously going afk or inting. Riots system should detect this, when i can find it in less than a minute with the couple stats on op.gg. And Manual Review should find it as well..

Please Riot support. stop him from ruining games. There are already enough factors that make the game feel too one-sided
