Permabans need to be IP Bans (Reasoning)

So, recently I invited a friend to play league of legends, and he told me he didn't want to play league because of the know toxicity of the player base. I said, it's just occasionally you find people who are tilted. While playing in normals with him as he was leveling up his account, we came across a lot of players who make new accounts because their main accounts were perma banned, in fact the percentage of low level account players are mostly players who were permabanned for flaming and whatnot. According to league statistics this is less than .6% of the player base. If this is the case, these toxic few are making the new players' experience of League of legends worse and as a result less inviting and very hostile. The players who are banned because of their behavior typically do the following:

  1. Players who get banned and make new accounts call a role and if they dont' get it they rage and feed or ruin the game for other players on their team in some way.
  2. Players " who fall behind or start losing their lanes start abusing the jungler or start flaming their team and blaming everyone else.
  3. Players " also tend to like to feed by constantly fighting and then blaming their team for not carrying them or grouping up with them when they themselves ran headlong into a 1v3.
  4. Players on the enemy team either when ahead or behind who try to flame the enemy players and get them to become tilted as their strategy for winning.
  5. Etc. etc. the list goes on.

At the end of the day, this game is what keeps me coming back for more, and these players are what keeps me from wanting to play more and likely are what's holding back a lot of new players from joining this game. I think not all players are like this, but there's an extremely high percentage of these really toxic players at low level accounts due to their perma bans, and this causes them to be the first players new players get to experience. My friend told me he doesn't want to ever play league of legends again after a few games of this, and honestly I don't blame him, there's been a LOT of flaming in those normal games and honestly it makes me sad that these players don't learn or change and continue to be toxic to the community and to other players. Players like these should receive an IP ban after a certain number of new accounts. This does mean tracking player IP after each permanent ban is issued, and checking the IP of new account creations but I think if this is implimented the game will eventually be rid of these toxic players for good.

IP bans dont really Work. You can change your IP quite easily. Also many can have the same IP (College dorms) which can Hurt people who did nothing.

IP bans are super easy to circumvent through things like IP masking. They can also REALLY hurt college networks and Cyber Cafes, which is where a surprisingly large part of League's playerbase plays.

So it's an ultimately ineffective method that has the potential to hit a lot of innocent players.

I just feel like there should be a way to make the new player experience better by making sure banned players also can't make new accounts.
