The biggest problem in ranked play

Inting and going AFK are the two most infuriating problems in the game, and Riot does not seem to take this issue seriously at all.
Nobody can win a 4 v 5 if you are playing in the division that properly reflects your skill level.
I assume this problem is less pronounced at higher ELO, or else RIOT would have addressed it in a more rigorous manor before now. In Bronze, Silver this problem is consistent and seems to effect ~20% of my games.

Riot if you are reading this (doubt it), this is unquestionably the biggest problem in the game. Using offensive or derogatory language is beyond insignificant when compared to intentionally feeding or going AFK because a mistake was made or a player lost an early team fight. Verbal harassment, OP champs, OP items OP ruins, or any other balancing issue are exceptionally insignificant compared to intentionally ruining the game for 9 other people.
I am aware that occasionally a player might have an IRL emergency that forces them to leave the game or have temporary internet problems. This is completely understandable, but this is not what I'm talking about and is definitely the exception to the rule.

RIOT, FOR THE LOVE OF GOD, ALL THINGS HOLY, RNGSUS, AND COLLECTIVE INTERNET SANITY, PLEASE DO SOMETHING ABOUT PLAYERS THAT RUIN RANKED GAMES.

Lastly, If AFK and Inting were dramatically reduced (punished effectively and severely), I believe many players would not be nearly as salty and significantly likely less to use inappropriate language. (i.e. rude, hurtful, racist, derogatory, toxic, hate speech)

Start banning chronic AFKers!!!
