had a person clearing feeding, playing anivia and building a hurricane. in the end they went 0/11 aginst annie. yet they go unpunished for intentonaly throwing soley becuse only one person reported them. riot needs to get their head in the game an fix this behavior.

In this case maybe it was a bad player, maybe he doesn't know how to play anivia it's quite a difficult champion to master...
Anyway you can't punish someone just for being bad.
You should report him for feeding if you think he was doing it, maybe if he does that pretty often he'll get a punishment, but it's hard to prove.
( You can clearly often see people in chat saying that someone is feeding, but more often than not it's someone having a bad game or something like matchup he doesn't know, ...... )

Jo0o1 votesIt's been less than an hour, give Riot time to work. Feeding is tricky. At a glance at the guy's match history, he looks simply like a bad player. Upon further inspect, it actually looks to me like somebody sold or otherwise traded their account to a new player, considering the account was active in s4-6 but only level 30 at the moment. Riot's gotta figure out what exactly the problem is before they act.

The guy didn't get banned, unfortunately. However, his match history continues to demonstrate extremely low skill level. I suspect an account being sold, at this point. Perhaps you should submit a support ticket.

Jo0o1 votesSorry to hear that. The new season does seem to invite more trolls than usual. In my 8 placement matches so far, I've encountered two intentional feeders (one on my team, one on theirs).
I actually suspect the Anivia you were playing with is more incompetent than malicious, but in an illegal way due to acquiring the account from somebody else. Can't prove it, of course, but I do hope Riot figures out what's going on with it. At least they'll be Bronze 5 before long.

5-10 minutes is about the delay for chat related offenses. Like the others said, gameplay offenses are harder to detect and take longer to confirm.
