Considering the new system is pretty much as harsh as it could possibly be, I'm assuming you're talking about non-chat based toxicity. Regardless, the short version is: If you have an actual idea how to improve the detection without also increasing the false positive rate by at least an order of magnitude, go ahead and tell Riot. Considering the system is partially automated, and considering the system has to be partially automated to be feasible, banning players is a pretty delicate issue, unless you want to take a risk and alienate your customer base by repeatedly banning people that don't deserve it.

Things are being done but too softly at it. They're giving them chances to come back to prove that their behaviors have improved, and only issue perma bans if they aren't changing their attitudes. However, doing so is giving these toxic players opportunities to make 4 players suffer for every extra game they get to play, and it'd cause tremendous amount of players to suffer before they're finally removed from the community (which they may return via new account).

While toxic players will always exist, they really should be more strict with punishments and issue out perma ban on first offense in order to cleanse this community, since there's no way community will improve its behavior by itself.

Omg just mute someone. If you can't take a your bad once in a while because you had a bad game or went 0/10 feeding, then don,t play please. It isn't all rainbow. People shouln't get perma banned so easily because you feel hurt that you played bad... grow up.
