Too long to get back honor is destructive

I was chatbanned in November (more than half a year ago) and I'm still not honor level 2, even though I continuously get honored and I'm still currently at honor level 1 2/3. I try my best on my main account and I succeed in doing that, but since I know it takes so much time to climb the honor levels I don't even bother caring on my smurf account. This is also way more common than you would think, so these hard punishments (or recoverings) doesn't really make the community any better. There are also a lot of studies (the vast majority) proving that harder punishments doesn't make less crime, rather the contrary.

So I guess this is more a virtue signaling move from Riot rather than them actually trying to clean up their horribly toxic community. It is actually the worst I've ever experienced and I'm sure I'm not the only one.
