Question about reports when both sides handled things poorly

Feeling pretty bad because I had a game where our mid took smite and followed our jungler around stealing her camps (he claimed she banned his pick, which she didn't even; I checked after the game). He then insulted her all game and was all around very toxic. Unfortunately, the jungler said a few things back before I convinced her to mute him.

Whenever anybody flames the aggressor back, I feel like they just got a free pass, because while my reports often get the "A player got punished because of your feedback" message, it never seems to happen if anybody is toxic back to the troll. This is a shame, because this guy legitimately enjoys the fact that he ruined the game for everyone else, and should definitely receive punishment, regardless of whether anyone else is also at fault.

Is the way I'm understanding it works correct?

No both parties would get punished as they both became toxic, you don't always get notifications when you report somebody.

Sadly, Riot cares a lot more about what people say than what people do -- the person who says nasty things to someone who is trolling/feeding is always going to get it worse than the person who trolls/feeds.

Are you supposed to get feedback for all of your reports? I've been having to deal with trollers and AFKers in most of my games recently (I usually mute and report) and I never got feedback for any of my reports.

to my knowledge the "A player got punished because of your feedback" is not consistent and completely random when it actually appears

If two players are arguing both can get reported and will get punished equally ( unless one says something worthy of an escalation punishment and where they are individually on the punishment tier. ) based on what hey said personally no matter who started .

for example two players could say exactly the same offensive thing to each other ... one ends up perma banned and one ends up with a chat ban for a first offense,
