Increase punishment for leaving

As someone who does DC occasionally i have to say there really is no good punishment to make me not do this(its almost always internet issues that i give up on trying to fix). I've been playing a bunch of Heros of the Storm and as im sure you're aware, their punishment is strict an you get 3 games matchmade with other leavers in a low priority queue(LPQ). The average queue time in said LPQ is ~5-10 mins. knowing that i get a massivly increased queue time for even leaving 1 game is more then enough to stop me from leaving.

TLDR:
Make the Low Priority Queue be given out at 10 mins to start and after any game where you leave. HOTS gets almost nobody leaving games.
