Normal Draft Dodging

I can see how dodging could be used to avoid lost games in ranked, but when you experience 10 dodged queues in a row on normal draft, the game just isnt worth playing at that point. Can we get more penalties for people who dodge in the normal queue when winning games doesnt really matter. Its so frustrating to sit through picks and bans only to get to the last player who dodges because his one champ got banned. I may just be really unlucky but i dont even want to play the game after going through this 9 times in a row (this happened to me tonight). I have yet to play a summoners rift game because people dodge Non. Stop.
