Riot i'm kind of confused here, any possibility that you could shine some light?

So a week and a half or so (today) after being able to use the hextech system (aka reformed) I got this message.

So my account is still being improved throughout the tiers. For those who don't know what the tiers look like, here they are.

First offense: 10 game chat restriction Second offense: 25 game chat restriction Third offense: 2 week ban Fourth offense: Permanent ban

Months ago I committed the third offense (not really but rito assumed i did). Now supposedly it takes a very long time to go through these tiers most say its around 7-8 months for the third offense. With that said, how did I reform less than a month later and be able to use the hextech system yet my account is still upgrading it's status. If I have any form of bad status, according to riot, I shouldn't be able to use the hextech system. For those that are wondering, here is a thread I made showing proof I was allowed back to the hextech system.

http://boards.na.leagueoflegends.com/en/c/player-behavior-moderation/k2xXpBh9-to-all-of-you-that-are-currently-restricted-due-to-previous-behavioral-actions

All i'm asking is for a little insight as to how this is even possible, my account shouldn't be able to use the system if it hasn't fully upgraded yet. Unless that is some whole other system which once again makes this all confusing. and yes I know the leaverbuster is a tad different but it still adds to the tier punishment and should correspond with whatever system let me off the hook.

Erdrick is correct. LeaverBuster is a different system from the Instant Feedback system, and currently only behavioral punishments for things like toxicity and unsportsmanlike conduct will restrict you from using Hextech Crafting.

Riot isn't going to fault you too hard because people are having technical/connection issues with the game.

Because, the way that you actually move down in punishment tiers is through playing games. I'm a pretty casual League player, I play maybe 5-7 games a week, it would take me an average of 3 months to go down a tier. If you play more, then you show that you reform and move down quicker.

LeaveBuster tiers are different from the Instant Feedback System tiers.

further the point the others have said; you are still on the edge for toxicity, but your low priority queue has improved so if you do happen to crash / technical problems you won't be punished right away.

leaver buster does have tiers, but the come in the form of low priority queues for 5 games.
