Chat-bans and Ineligible to Earn Loot

I was previously chat-banned for ten matches due to toxicity, and I played mostly bots to get it off. I saw the "You are ineligible to earn loot due to previous behavioral issues" but I thought it was for the durity of the ban.

I quickly found out that wasn't the case, and now I'm still unable to get key fragments and chests. I know there's a "reform" period, as quoted here: "Once your punishment has ended, you'll continue to be restricted from earning loot until you're recognized to have made significant progress in amending your past behavior." It says there isn't a specific time for getting loot back, as it depends on your individual behavior afterwards. But I honestly doubt they are moderating my chats and such. I have played seven matches since my chat restrictions and have gotten a variety of honors from each one. I've read many forums and have seen accounts of a multitude of time periods it took for someone to regain their loot privileges, spanning from one month to six. Since those forums were slightly dated and League of Legends changes frequently (especially since Hextech crafting is still relatively new), I was wondering if any of you have gotten the same ban and how long it took until you were eligible for Hextech loot again.
