Small unfairness with Hextech and Punishments.

So.... people who've been punished can't get crates. Good. Gives a downside to bein' an ass that people might actually think about.

However.... this isn't currently applying to people who get tagged with the Leaverbuster. That is how my personal toxicity manifests. If I feel like flaming.... I just quit outright instead.

This is not an improvement. It's simply lazier than flaming. Still horrifically toxic. Worse, in many ways, then flaming itself. 4v5 is almost always an auto-loss.

Now... I haven't done it AS much recently... but I'm self-aware enough to realize I shouldn't be earning crates, either. I get a full 5-game queue delay for leaving once, I've done it so often.

No-loot penalty should apply to ALL punishments. Just my feedback.
