Forcing tilt/Egging on toxic behavior

So leagues system of punishing players doesn't work what so ever. If players don't type a single offensive thing in chat then they are free and clear to do anything they want. There is no such thing as "intentional feeding" the tryndamere that was 0/31 is just having a bad game, situations like that happen quite a lot. Another example is when people go out of their way to make their teamates mad, like when a player takes every jungle camp from the jungler or ults the blue buff from across the map just to be a dick (This includes coming to your lane and soaking up exp and cs during the lanning phase while spamming laugh emote). This makes some people really mad and makes them want to say something in chat, players egg on this behavior and the only one who gets punished by the system was the person who was being egged on to say something they shouldn't. The players that try to piss off teamates and cause tilting are the actual culprits and they get away with a pat on the back from Riot and the players who were being "picked on" are the one who lash out in defense and get reported and chat banned or even worse banned from the game entirely. Some players think it's absolutely hilarious to aggrevate the team and make a conflict for no reason at all, and nearly ever game that I play on any account smurf or main alike, I feel as though many players are doing this to me and my teamates and yet they always follow the golden rule that is so long as they type nothing they did "nothing wrong". I can't enjoy a game of league of legends, not even in a bot game let alone 5v5 or ranked. The league community is so toxic that it's the goal of lots of people just to cause a toxic environment by just a few simple actions that force toxic behavior from teamates. You might say something like "just ignore them" or "just don't say anything" and you are right so long as I type nothing in response it's fine. Or I could copy what they are doing and do things to make them mad but that's not a good way to play the game its just rude and not something I want to lower myself to. I don't know how to deal with these players that try so hard to make me angry by doing things they know are mean and rude. Forcibly tilting other players is even a god damned strategy in ranked games against your opponent, people look at your match history, and discover your losing streak and camp your lane. The enemy laner if they are winning or trying to bait you will spam mastery sign and laugh emote all game just in the hopes you get tilted and make a mistake. THIS BEHAVIOR OF INTENTIONAL TILT IS NOT PUNISHED BY RIOT (MEANING THEY ARE PERFECTLY FINE WITH IT) AND ACCEPTED THROUGHOUT THE LEAGUE COMMUNITY! Why is this OKAY?!? Why does every game I play revolve around people whose goal isn't just to win the game but to make me feel bad about the game and lose any fun it is supposed to create. Maybe this is why so many people are dropping league of legends and quit playing entirely. Plenty of really popular youtubers and streamers are quitting maybe this is a reason. I hope to god a Riot employee sees this and just takes a minute to think about this because I don't think anyone has. If you read all of this thanks for listening I hope someone responds and can give me a way to overcome this problem.

Well I probably shouldn't respond because your wall of text was just too much... maybe use paragraphs to make it easier on the eyes. But I would say if someone is egging you on in game, maybe state that in chat. Say something like "are you doing that on purpose?" "I feel like you're egging me on to be toxic and you know that you're hurting the team by doing that" if they deny it or say nothing, just report em after the game and describe what happened. Don't start insulting them. Don't go into detail about why what they're doing is wrong (looks bad in Riots eyes if you chat too much about it) save that for the report. It's about making yourself look like a victim in game. Some people think whining and crying makes them look like the victim, but it doesn't. You have to look innocent and dumbfounded by their behavior, while maintaining a nice attitude, as if you've never been subjected to Internet trolls before. Try and get Riots sympathy through chat logs.

It's definitely not a perfect solution and they probably will continue to get away with it. But at least you don't get punished and if enough people deal with it like I described, they probably will eventually get punished for griefing.

I'm not trying to say you're wrong... this does exist and it's shitty but I want to help your frustration. I live a very zen life. Next time it happens just say to yourself "well this is what I'm doing now" and realize that you have no control over it. You're now playing with an asshole. Big deal. That's gonna happen many times in life. It doesn't have to make you angry. How is anger gonna help the situation? It isnt... it's only hurting yourself.
