Why is Riot 100% ok with people ruining games on purpose as long as they don't type?

It seems Riot is very aware there is serious problems that people do such as grief and out-right refusing to cooperate. But they don't care I have never seen a report for grief or actual harassment go through and be punished only the reports for people who type do I see a notification. Its hard to believe that some of these outright trolls do it once and stop, it would seem Riot just doesn't care about this at all and its totally allowed.

They do punish it, it's just harder to prove.

But you won't get a notice unless yours was the final report to trigger a punishment, so it's possible that some of those you've reported were, in fact, punished.

Okay, now that we have the oversimplified, assumptious and demonstrably false title out of the way: The problem is how to identify these people. There are bad players... and just to be clear: Yes, some people are that bad. Toxic chat behaviour on the other hand is easy to identify and simply happens significantly more often, that's why it massively overshadows bans for intentional feeding. That doesn't mean they don't exist. They're just less frequent... and not because Riot is okay with it.
