Punishment of Single Offences?

OK. So basically a few months ago I received my first ever (temporary) ban from league. Admittedly what I did was wrong, inting is not ok. BUT I was a bit confused as to why I got dished so much for what I did.

Punishment: 2 week ban, and honour level 0 lock for about a month (Still level 0 now).

What I did wrong: Run it down for the first time ever

Now I don't get this. I (like to think) I have a really good track record, but just getting ticked off once in a game, I get banned. I was honour level 5 last season, and was one of the first to receive level 3 in s8. But none of that seemed to matter because of one incident. I try to be positive in every game, and try to avoid flaming my team (OK some times it gets difficult but what can you do). I just feel like the system is too harsh, and there should be intermediate punishment phases, or at least a warning of some sort for non-repeat offenders.

What is the punishment system for league? is there no breathing room? How exactly is your punishment measured and shouldn't there be a fairer system for non-repeat offenders?

Now then again I'll stress that Negative behavior is NEVER OK, and what I did was clearly wrong, but I just feel as a first time offender I could have at least been warned.

Your 14-day ban is a warning. Be glad it wasn't a permaban.
