Hate Speech in Post-Game. Do reports pick it up?

Does anyone know if reports pick up post-game chat? I had a very racist Teemo last game and I usually get notified by Rito that they have been punished when I send reports concerning hate speech. I haven't gotten any notifications yet and the player seemed "invincible" because he knew he couldn't be punished from post-game logs.

If post/pre game chat is not included in the report, I don't know why.
