Picture this:
You just finish a ranked game, lost because your adc whines all laning phase, then just afks.
You gather yourself, ready to begin a fresh ranked game. You're chosen to be first pick in queue and the first chat from any of your new teammates is this:
'Hey, Ima feed, guys. Having a bad day so, yeah, gonna feed.'
What do you do?
Dodge.
If you want to do more than that take a screen shot a submit a support ticket after you dodge. There is 0% chance I am going to start a game that someone states ahead of time they are going to ruin.
Your luck is better than mine. Imagine the same situation, only after the first game you get up and move around for 15-20 minutes queue back up, and get the exact same adc on your team again that afk'd. Yeah I find myself in situations like that quite often where someone that was VERY bad, toxic asf, or a troll ends back up on my team in the same day. Sometimes it happens the next day and I still remember.
