Riot when can I receive hextech chest?
I received a ban couple of weeks ago and it says I cant receive rewards because of previous behavior issues. I thought i already received my punishment shouldn't i be good to get rewards?

It's all on you. Your punishment is over but your account is still in poor standing. You need to not get reported to be able to earn loot. The less you get reported, the sooner you'll be able to earn loot again.
No, I think the punishment is similar to Ranked borders: You have to wait an entire season until you can get rewards for it. Correct me if I'm wrong, though.
