Perhaps it's because you're being disingenuous and making a sarcastic comment about how one player simply returned to misbehaving and trolling, and that Riot should have sprung for an immediate permanent ban?
Your post basically reads: "Riot did something! But it didn't work this time, so it doesn't really count."
It's good that a troll got punished, but your attitude about the situation frankly isn't stellar.
You actually stalked someone for more than 2 weeks? Let it go and move on with your life. Rito obviously banned him the first time, probably will second time if someone took the time to report him.

As someone who has almost lost their account, and talked to many people who have. Let me tell you. There are 2 ways to create permanently toxic people. Start them off with it, with streamers, the community/early influence. And severe punishments.
I want to be clear, not once in my long list of chat restricts did I ever feel good about them, it always made me more and more angry and spiteful at others. This system doesn't reform anyone. It just creates more hate against others.
I'm not alone in this, this is the normal reaction for these kinds of players. There has to be better ways to reform players than throwing huge punishments on them. Because we have been doing THIS for nearly 10 years, I think we've proven it doesn't work by now.

The back and forth with riot will not work. You said your self its been 10 years. Its time that all players accept how the game is, and just troll, and play. Mute players, and mess with player, and just don't chat. Don't care about winning. Don't care about losing because in the end your not going to get rewarded for playing well or fair.
I mean they can't prove you wrong. They will only try talking there way out of it.
