Why does riot go to such extreme extents?

So here is the thing. my laptop overheats a lot. I need to get a new one, and sometimes it powers off if i dont use it with an external fan. Sometimes I forget to plug it in and i end up leaving games and joining them back. It started like 4 months ago. and through that ive been on those 20 min probation on and off. Mostly because i play aram a lot and they are shorter so i end up almost always getting a count.

So here is my issue, the matchmaking matches bad players with other bad players. When i started league, around the time i got lvl 30, i became a toxic player like many others, the game has a way of doing that to people. After a while i reformed myself and stopped being toxic or blaming my team mates, and i realized i rarely got teamed with other toxic players. An old friend of mine is incredibly toxic, and everytime i duo'd with him i got these teams that argued more than they played. That's back in season 2 or 3. I always had a suspicion that riot teamed bad players with other bad players.

And now recently, since my laptop started shutting down. I noticed everytime i get on probation i get teemed with incredibly toxic and unskilled players (thats right i also said unskilled, you obviously see the difference when suddenly you move from team mates that do these awesome rotations to team mates that dive tower at level one along with attracting minion aggro). And this is more than a trend i've noticed, because i actually saw avg. team mmr go way below than my avg under normal conditions ( source: op.gg ).

And dont get my wrong, im not complaining about being punished, i did leave those games and system doesnt discriminate about whether my power went out or something else etc. Its just, i wanna know if its just me who thinks riot does that. And why isn't riot more honest about this despite the transparency claims if its true. It feels like riot does this to prove a point, 'players who break rules get to play with other players who break rules' and its a subtle punishment along with a transparent probation which is wrong. I dont mind if riot wants to do this, i just want them to openly declare how their matchmaking works (just the bit about punishing players, otherwise people will try to beat the system ). That is ofcourse, granted its true that matchmaking works this way.
