What is the punishment for intentional AFKs and Feeders? (Ranked)

So i just came back to this game a few weeks ago after leaving in 2014. I placed bronze 3 (bad prelims) but made my way up to my silver promos pretty quickly. Now I'm not amazing at the game but it really tilts me that getting out of low elo is complete RNG. You can argue against that sure but let me give you an example of my last promos.

Game 1: Pretty decisive victory but a good and long back and forth game

Game 2: Pretty even game, no afks or feeds on any side.

Game 3: Two people duoing together, one gets mad over a "KS" and leaves the game for over TWENTY MINUTES, waits for his friend to tell him the game is about to end then he rejoins right before the nexus goes down so "reporting him wont do anything". I felt really bad for the support in this one because they too were in promos, this game would have ended at 15 minutes if the two of us didnt refuse the surrender every time it popped up. Game is a 3v5 because the riven won't stop typing about how they're friends with the TF and they aren't coming back because they're mad over a KS.

Game 4: Mid dies 4-5 times then AFKs within 10 minutes, pretty quick loss no contest.

Game 5: The person "selected" for ADC (who is also second to last pick) decides he wants to go jungle and nothing will stop him. Proceeds to follow me around in the jungle trying his best to last hit creeps over me then dies invading the enemy jungle solo 4-5 times. I felt really bad for the support. To be fair the jungler didn't type a single word the entire game, at first i thought he was a bot but when i started juking creeps and looking at his reaction it was obviously a human player.

This is exactly why I quit the game, but hey at least now:

  1. The graphics are better
  2. You can actually surrender during a 4v5 and not lose, if no one dies in the first 5 minutes.

Anyway, the post title is the real question. Is there still no punishment for these people? Getting out of Bronze is RNG.

Currently the punishment is: not enough

AFK is not really punished, its more of a penalty. If you AFK a lot you will get low priority queue. As for feeding. Feeding is not, was not and will never be punishable.

Players who intentionally feed will be permanently banned. That is Riot's policy. It is easier for them to catch obvious cases, but they handle the cases the same once they find them regardless.

I understand your frustration, it sucks to have the outcome of your promos dependent on the matchmaking lottery system.

But look at it this way, your opponents are playing the same lottery. They have just as bad a chances of getting crappy teammates as you do. So over multiple games, the only factor that really matters to all your games is you. You can increase your rate of climbing just by focusing on building your own skills.

And rank doesn't have anything to do with MMR (MMR is what is actually used to match you and your opponents) so you shouldn't assume anything based on the ranks of players that you are being matched with and against. And you most certainly shouldn't worry about it.
