Players in bot games using camps as loopholes to circumvent getting kicked for AFK

Recently I've been seeing some players in bot games using some jungle camps as a means to bypass the AFK checker. I mainly see it with Krugs, though I've also seen it with Gromp too. They'll buy a Pink Ward and place it in the camp and stand where they can auto attack the monster, but the monsters can't reach them without resetting, as shown in the picture. This continues endlessly while they basically get a free ride for some IP/EXP contributing zero effort to the team.

My main questions are whether or not this is a reportable offense, and whether something can be done to prevent this. It's not some widespread thing that happens every game, but I see it now and then and it will continue for the whole game usually.

It is reportable, effectively they are just afk. I would report them and write a description as to what happened.

Playing Tahm to just eat them and spit them out somewhere else seems amusing.

The Riot API reports player position every minute of the game. It's almost impossible to land in the exact same spot every minute on the minute unless you're AFK. A report of them being AFK should be easy enough for the system to verify, even if Leaver Buster didn't pick it up the first time around.

I had a Heimerdinger place a turret on the other side of gromp top lane once doing the same thing. He just sat there in dance animation while it happened and it pissed me off. I tried to lead the bots to it but it never seemed to work.

Well, league could just have the afk penalty based on XP gain, would also solve people sitting on the summoner platform, running in circles to avoid the punishment.
