The Toxicity Level OFF The Charts?

Alright it has come to the point in this game where i question to play anymore!!! I've played league on and off for about 3 years and some of the players i'm coming across are just dumbfounding. Some of these players are worth 5 games of leavebusters. I understand riot has programs implemented to help filter out bad behavior and has recently taken strides to emphasize team work, objectives, and warding. I just feel like there should be a department within riot always looking into reports of toxic players. League Of Legends is one of the best games in the world to this day, but the situation presented makes me question why i even try playing.
