Player openly flaunts Riot's lack of in disciplinary action

The usual toxic feeder, tries to FF even though we're only 15 minutes in and down by a couple of kills. I encourage him to continue playing and he says he'll just AFK. I said, I will report you. He says: "0 fucks given, reports don't do shit. I AFK all the time and never got a single warning from Riot." Even though this guy was a jerk, he is absolutely right. This is what the reality of Riot's disciplinary action system. Everyone knows it's a joke so the toxic players keep on ruining other player's games.
