It does not matter at all how many people report - only if there was at least one report (or, on the other hand, if there were no reports). More reports do not do anything.
You will not be punished unless you display poor behavior in at least one game, and usually it takes multiple games showing a pattern of misbehavior to be punished. The reports themselves do not ever automatically result in a punishment - they just trigger the games to be reviewed.
No 1 Report triggers a review. 9 make no difference.
One report in one game is enough to flag the game. More people means nothing. Still flagged the same.
Multiple reports from the same game do not stack - any past the first are disregarded, and the review goes as normal. If something punishable is found, it punishes.
Over multiple games, though - it is possible (at least in the early tiers of the punishment system) to have verified reports that don't result in punishment. They usually consist of regular but mild negativity that neither escalates nor shows improvement, so after enough matches, the IFS will punish a player for consistent negativity.
It is equally possible, though, that a single match could result in punishment, as it would multiple matches. It depends on both the Severity and Frequency of the negative behavior; more severe behavior is often punished faster (and sometimes harsher), while frequent negativity may be punished lighter overall (also depending on severity).
Also worth mentioning; because all reports past the first are thrown out, there is no reason to ask others to report another player - and there is also even less reason to worry when others try to do so. Multiple reports do not add anything to the review besides, potentially, worthwhile report details, but beyond that, reviews are not affected by reports past the first.
Was just wondering. Had one of those games where a premade group was doing poorly. I made a comment about number of deaths (is that toxic if its simply pointing out numbers?) and they all claimed to report me after game. Wasn't sure if that was more likely to add up to anything or if it essentially only counts as one report. Thanks for the clarification!
