Leaverbuster: multiple waiting punishments

I'm in a lobby with players A, B, and C. I know A and B, but C is someone else's friend. He get's "Leaverbustered" from a previous game.

1. We wait 10min to join a queue
2. We find a match and pick champions, but someone on the other team leaves the queue
3. We re-enter our team lobby and are forced to wait another 10min to join a queue

Not sure that is a good form of punishment right there...
