No Ranked Access for Unstable Connections or Bans in past 30days

This one's simple and totally effective. Test connectivity just before match making. If it doesn't meet XYZ standard or there is a history of DCs in the past two weeks refuse access to Ranked ques.

And if any one has had any disciplinary action they are automatically banned from Ranked for 30 days.

I've been keeping a record of my losses in bronze, fully half are because we are playing 4 v 5 via some portion of the game.

This fix isn't difficult. You already show frame rate and ping. Just test ping and your leaver buster data before putting someone in the Matchmaking que.
