Position pick in normal games

I am sorry but is there any way you can introduce position picks into normal games? The instalockers and troll pickers are so annoying. I had 3 games in A ROW of people that instalocked, 2 junglers, 2 mid, no adc (and I play supp), etc.... And I am sorry but in those games I do not lock in my champ so the game doesn't start, and I get punishments (5, 15, etc min wait)... Now tell me is that fair? Can I please play my position with people that also like to play their positions, and everyone is happy and not instalocking and arguing who will go where and do what, and not to mention how many times people troll because they are not "allowed" to play what they wanted... You can punish me however you like, but I am sorry, I will not even start those toxic games.. I do not want to waste 20-30min of my life on a game like that... I started playing ranked solely for the reason I can calmly play my position without all of that drama... As a person who wants to main support position, you understand why I really need teamwork and positions as they were intended? If I deserve a penalty, so be it, but there are so many people out there more deserving of it and you all know it...

Before anyone asks this fellow to play Normal Draft, he's EUNE which doesn't have it anymore.

Update, today since I sat in front of the computer with the intention of playing some LOL I did not have A SINGLE NORMAL DRAFT GAME? So admins, Riot people what the fuck is happening? Can I please play the game? Please? Can I? May I? Is it possible? I am raging mad and I lost a shitload of nerves and ip because of it.... Do you want me to upload every single fucking screenshot from post match stats? Are you going to punish those people? Can I see a single constructive solution to this problem? Or am I going to delete the game eventually...
