if i get too much downvotes? what happens if i get downvotes? do i get the hextech stuffs restricted as well?
Last time i got downvoted because i asked what PSA means in these forums. (i think)

disregardable4 votesDownvotes don't do anything. You can get banned from the boards if you break the Universal Rules (a lot), but it'd have no effect on your League account.
