Good Guys Get Punished for Trolls Behavior. Possible solutions?

Not that I expect anything to get done about this, but I am currently sitting on a half hour queue because I dodged a lobby where 2 pre-mades were trolling the champion select by banning their teammates picks then taking rolls like Nasus support with smite ignite. These two were in not one but two of my lobbies the first one someone else dodged because they didn't want to sit through 20 minutes of being trolled, the second one I dodged, and now I am on a half hour queue time. This is absolute bull. This simply isn't fair to players who legitimately want to just enjoy the game and instead have to deal with trolls and people on tilt. This isn't the first time this kind of stuff has happened to me and I am sure many others have dealt with this kind of crap too. Rito Plz.

Now I am not one just to complain and leave... so here is an idea. Why doesn't riot implement a way for a lobby to vote to kick a player out of champ select? Like if a player is sitting in champ select crap talking his entire team because he didn't get the role he wanted the team should be able to 3/2 vote to kick him from the lobby. Or 4/1 but if they are duo pre-made then it kicks to 3/2.
