Good Guys Get Punished for Trolls Behavior. Possible solutions?

Not that I expect anything to get done about this, but I am currently sitting on a half hour queue because I dodged a lobby where 2 pre-mades were trolling the champion select by banning their teammates picks then taking rolls like Nasus support with smite ignite. These two were in not one but two of my lobbies the first one someone else dodged because they didn't want to sit through 20 minutes of being trolled, the second one I dodged, and now I am on a half hour queue time. This is absolute bull. This simply isn't fair to players who legitimately want to just enjoy the game and instead have to deal with trolls and people on tilt. This isn't the first time this kind of stuff has happened to me and I am sure many others have dealt with this kind of crap too. Rito Plz.

Now I am not one just to complain and leave... so here is an idea. Why doesn't riot implement a way for a lobby to vote to kick a player out of champ select? Like if a player is sitting in champ select crap talking his entire team because he didn't get the role he wanted the team should be able to 3/2 vote to kick him from the lobby. Or 4/1 but if they are duo pre-made then it kicks to 3/2.

The issue is people would abuse it. Many people would see it as a tool for not only kicking trolls, but for kicking people who might cause a loss because they don't trust their pick.

Teemo mid? No way am I risking my promo on some scrub that wants to play off-meta, better kick them. Galio top? Well Galio has the lowest winrate top so better be safe and kick them. etc.

Which is why I feel 4/1 or 3/2 if pre-made would be best. Why should it be any different criteria than a 20 min surrender? If I am in my promos I will never surrender simply because in my (admittedly shameful) ELO throws happen all the time. Why should I be ousted on 4/1 in my promos? Though I do understand what you mean. There just has to be something better than this nonsense. Especially with me getting punished for it. I'd understand if I just had to re-queue. But dang.

Maybe that is another solution. Vote to allow dodge without penalty? That way no one is kicked or the victim? It's simply the choice of one person to hop back into queue. Same 4/1 - 3/2 system, just no 'victim'

Surrender incurs a loss. There is no benefit to surrendering other than saving yourself time, so people are not as inclined to surrender if they believe there's a sliver of a chance.

Even if you have a 4/1 vote, you're still going to get votes to kick simply for playing off meta. People in ranked want to win. If they can safely re-queue at no risk to themselves when they think someone is about to lose them the game because of their pick, many will take it at a moments notice.

Allowing it to be only a free dodge is still a problem, because you're still causing it to be less likely for a game to start. Extremely so for anyone that wants to play off-meta.

Unlike the abuse that already occurs? On AeroWaffle's response I gave other ideas, there just needs to be a solution somewhere.
