Blatant Intentional Game Throwing

I'm sure similar threads are currently going on but figure the more attention to the topic the better, as Riot really needs to crack down on the community.

So recently, presumably because we are almost at the season end, the League of Legends community has had a severe uptick in not just player toxicity (player mute works fine), but in players going out of their way to throw games for a variety of reasons, starting in Champ Select. I'm honor level 5 but I don't believe that has any bearing on the types of players I'm grouped with.

Granted this is low Elo (Silver II/III) but I don't understand how, when a player states in team chat, he/she is going to intentionally throw a game, despite his team mates begging him to rejoin/not throw, the account is not simply deleted? I can not comprehend a situation where it is okay, regardless of how good or bad a team is, that a player states they are quitting and it's ok? Riot, please, if somebody is reported, and your all-seeing-eye can see, that in game, that player, specifically tells his team he is quitting despite their attempts to win, it's is negligent on your part not to permanently BAN that account! [zombie-brand-facepalm]

If somebody is so fed up they just DC/AFK, well understandably there's no real proof it's a rage/quit, and currently DC/AFK does hurt, I've been penalized courtesy of a bad PC/connection and wouldn't call it an unfair penalty. You've gotten better at banning accounts for inappropriate names, now please turn your attention to these players that are so commonly what NA LoL is so known for. Over the years none of my gaming friends are willing to play LoL specifically because the community has such a bad reputation. A few bad apples ruins the bunch.

I would suggest stricter monitoring and much higher number of games played and even a number of days to pass, before being able to play ranked as it's the only way to slow down toxic players from making new accounts so quickly Admittedly things are better than they were when I started lightly playing 6ish years ago, but there is still a lot of room for improvement.

Last though, please make some kind of higher access account requiring a credit card, long time delay before account is approved or something that long term players would benefit from. I would happily pay a monthly subscription fee if it even cut down by half the number of over the top toxic players I had to play with.
