HOW IS THIS NOT PUNISHABLE

so some one can call everyone in a game autistic and retarded cause they got tilted form a loss and nothing will happen. but someone forgets to click the ban button and gets a wait timer. SOME ONE TELL HOW IT IS POSSIBLE FOR SOME TO LITTERAL CALL PEOPLE DISABLED AND GET AWAY WITH IT. CAUSE GETTING MAD AT A GAME IS TOTALLY A GOOD REASON TO CALL OTHERS RETARDED. I just want something to be done to people who do this cause its not fun to be told be some asshole cause he lost a game that I'm autistic.
