Ranked que by honor scores at low elo. (bronze and silver)
Let me just start by saying I used to be an extremely toxic player. I have never been above bronze 3 and I gave up trying in season 4-5. I was still toxic after that all the way up playing off and on until last September when the computer I had then stopped working. I just got a new computer before thanksgiving and been playing league again ever since. I was so excited to start back a game that I've returned to again and again over the years. I decided in my first few games when I new I was going to have a hard time relearning to play that I wouldn't be that kind of player anymore since it was only going to make things harder on me. I've had some slips, I have a bad temper, but overall I feel I've done well in sticking to my decision. I decided to play mainly support because I don't feel as much competitive need to be getting kills, instead my job is to help my team and I feel that invokes a kinder side of me. Instead of getting angry when my teammates die I want to help them get a kill to fix it. It has been trying at times but overall its helped me be a better player.
I decided to play ranked again, a few days ago I played my first one and my team did poorly including me. I couldn't sync well with the ADC, I got discouraged, and I took a few days to practice more. I just finished my second placement match, again a defeat but not because the team overall performed poorly but because of one player who "didn't do top" even though that is the role he was assigned. By 10 minutes he was 0/10 intentionally feeding this Irelia and even though every other lane did win and jungler has some good ganks it was unrecoverable as a 4 man.
I don't know if this has been suggested before, but I'm sure it has and I don't have all the answers, I don't even have a full understanding of the honor system but my thoughts are this: If we were to try and match people based on honor vs reports, and filtered at least somewhat by how they act as a player I think there are those who would more readily climb their way out of low elo. Low elo is the largest group of players by far and the most plagued by toxicity and I feel there are some stuck there by pure bad luck. I'm not saying every nice player is a diamond hidden by toxicity, far from it, but even those players who stay in low elo (like I probably will) will have a better time and experience playing league when they don't have to wonder "is someone going to screw the whole team this match out of pettiness" since they will be matched by people of similar standing in the honor system. I know this will increase Q times some but I'd be willing to wait an extra minute or 2 to get a good team trying on both sides. I also think it would push toxic players together to the point that many of them either eventually ban themselves or change their ways.
I don't know they best way to implement this but that's what discussion is for.
TL;DR- Attempting to match make ranked by honor scores will help low elo players have a better experience even if they stay in low elo and will help some players with bad luck move out of low elo.
Edit: It occurred to me as I was posting that one possible way of making Q times better is making the honor matching by teammate only. In other words a team with high honor scores can match against a team with low honor scores if they have similar skill level.
