Can someone please explain to me how the ban system for griefing trolling and toxicity works.Thanks

From what i understand, the report is filed, the automated system reviews it, if no offensive chat is found it is discarded, if offensive chat is found it is sent to a human to confirm the punishment.
For gameplay related offenses, i believe it goes into a queue awaiting human review.... which is probably painfully long considering how many people throw around the term troll, and how long it takes to confirm someone is trolling or just being outplayed.
I could be wrong, and if I was you, I would ask support how the process works. There are many things they wont reveal though, to protect the system from players trying to exploit it. But I would think they would tell you the type of things I told you in different words/more accurately.
to put it in basic terms: if you troll in game but don't say a word you'll be fine. if you flame and get salty in chat they'll nail you harder than a construction worker working overtime (had another analogy but had to keep it pg)
If you even press enter you will get permabanned. Just do not type.
