Every toxic situation I have been a part of is tied to the broken surrender system.

Stop me if this sounds familiar. 8 minutes into the game, top has died 5 times to his laner, bot is faring no better, and you have no clue what jungler's been doing. It's pretty clear what direction the game is going in. Sure enough, 20 minutes into the game, it's 18 to 2.

Time to surrender.

Surrender vote failed 3 to 2. With two being the minority.

This. is. not. fair.

It's not fair to trap people in a hopeless situation like this for whatever reason, and it's CERTAINLY not fair for riot to subvert majority rule to allow them to.

Whenever this situation occurs, it's always due to one of two people.

The Troll: Usually the one that fed in the first place, knows his teammates are mad and uses the no vote to punish them

The Insane: "We can still win this guys!" No. No you can't. Yes there is such a thing as a comeback, but it is a rare and precious thing, and doesn't happen nearly often enough to merit prolonging most games.

Now what are the chances of each game having at least one of these types in them?

Way. Too. High.

Oh and if that's not enough, keep an eye out for these situations as well.

4v5, still no ff.

"It's just normals man." This is the dumbest argument I've ever had to deal with. If it's normals you should be MORE inclined to ff, not less.

"It's just a game." Hey, captain obvious, nice to see you. Now explain what that has to do with trapping three people here against their will.

"I'm having fun." At the expense of your teammates, yes.

"You get more IP for longer games." False, you get more IP for three games in a hour than an hour long game.

This whole FUBAR situation is the basis for so much toxicity in this game. Once a surrender vote is denied, there is nothing that can be done. You can't afk, YOU get punished if you try. You can't try to reason with them, it just turns into a fight.

One way or another, these two assholes have you completely cornered, and you have no choice but to go along with their bullshit for the additional 15 minutes it takes for the other team to just end.

You're just trapped, utterly at their mercy just because the system counts no votes as two.

This is not fair, and it causes fights. It needs to go.

On paper I would rather it be a simple majority instead of a super majority but I think people give up to easily so I'm fine with how it is. The toxicity comes from people not respecting that its subjective and people are going to have different opinions on when to surrender. It is an issue people should expect to run into sometimes. Making it require 3 instead of 4 probably would reduce toxicity from voting but it would just be caving to people trying to make people miserable in order to get their way. So I'm not sure I would consider that a great reason to change it.

The issue of when to surrender is entirely personal preference. Some people would rather fight every game to the end no matter the score or odds, some decide at carrying points that they want to cut their losses and move on.

You can attempt to surrender again later; you cannot attempt to continue playing the game later. If you have the choice between options, one of which is reversible and the status quo, it's pretty common to require a supermajority for the irreversible change.

And ultimately, it's a vote for a reason... just because you don't understand how people can still have fun playing a game, doesn't mean that it's impossible; or that they're only trying to piss you personally off. Likewise, the argument that they're having fun at the expense of others doesn't make sense. If you follow that logic, people have fun at my expense, when they surrender a game I still consider winnable and fun.

Ironically, I think the degree of toxicity you are talking about would drop if surrender votes were removed, because then there wouldn't be a surrender vote to argue over. The fact that surrender votes exist at all provides a point of contention to argue with teammates about.
