yes and no, use at your own risk, I used to use them (you have to install every patch) and nothing was done bad to me.
I do not know enough about map skins to honestly tell you.
I know Riot has no official publiclly posted comment on the matter and they likely never will. (someone is going to link some Riot employee post. That should not ever be used as evidence to say you could do something. If it isnt on their FAQ. You are at risk)
Riots unofficial stance is, as long as it is not some copyright stuff (skins. Like people ripping on the skins they have and letting people use them through 3rd party software without buying them) and as long as it does not provide some sort of in game advantage than they do not interfere.
It's allowed.
