Are there any cases of someone being banned for trolling but not feeding (not a famous players)?
They just csing other lanes opening their lane ksing afk farming etc.

If you report the "inter/troll" using the Support system, Riot will handle it their own way. However, they will not disclose any information about what happens to the player as it isn't necessary for you to know. Link to Riot Support...
Most of those things aarent trolling and are not against rules
