This is an idea I just came up with, although im not too sure if im the first.. I believe that there should be some kind of Report Option Restriction for players who have been chatbanned more than once, or something like that. So many toxic players are using the report option as a scapegoat for getting out of their own trouble. Eventually, reporting will have no function, and everything would be a mess. Consider this Rito? At least take the main idea and work with it...
I think it may be unnecessary because false reports are thrown out. So, they can report for whatever they want, if it is unfounded then it won't do anything.
When reports you issue are deemed false it reduces the value of your future reports. So this basically happened but its based on your reporting record not your toxicity.

Toxic players are unable to get out of trouble by counter-reporting. I don't know what you're trying to say here.
