One game of this wouldn't result in a chat restriction, but a consistent history of this sort of behavior could. Punishment is calculated per match not per report, so all you need to do is report them silently and let the other players decide on their own what should be reported.
Also, your punishment has no bearing on whether your friend will be punished or not. If your friend continues his negative behavior then he may be subject to a chat restriction or ban later as well, but most likely the reason you were punished this time and he wasn't would be that he isn't consistently toxic.
If you want to discuss your punishment with the community I'd suggest posting your whole reform card here. If you want to appeal it then you need to submit a Support Ticket, but Riot will not remove a punishment that was not done in error.

In fact, you are constantly either asking to be reported, calling for people to be reported, or saying you're reporting people throughout most of those logs. Just because you don't curse doesn't mean your chat is not toxic.
Those logs look like an example of Unsportsmanlike Conduct to me. Specifically, the negative attitude and passive aggressiveness examples listed under it.

Also that first call for report in Game 1 looks like it was for something other than "responding" and the majority of other outbursts you have look more gameplay related such as yelling at people's skills (e.g., saying their feeding) or being in your jungle.

If someone's acting up, mute them and report them after the game, If someone is having a bad game, build them up rather than put them down. Game 2: More of the same, you report calling and you trying to use the threat of a report to try to get your way. I also see you state multiple times throughout the game that you're "done", which gives the impression that you've given up. I also see you harassing teemo a bit over their decision to go AD. Game 3: Not as bad as the other logs in this case but you're constantly complaining in the chat about how your team is apparently throwing the game. The chat also shows you apparently giving up as well. Something that does seem off to me is the lack of a final line, which tells me that you're most likely hiding something that you don't want us to see, so if I were you I'd just go ahead and post that line as well. Overall while you're not being as toxic as the first 2 games you're still being annoying with the constant complaining in the chat as well as you apparently giving up as well. Constantly complaining isn't going to change the situation and just takes time away from the game as well also. My verdict: Punish.
Conclusion: While you don't use foul language in your games, there are still allot of issues that I see in them despite that fact. You have a bad habit of constantly calling for reports against people (yourself included) and constantly try to use the threat of a report to get your way. You also have a tendency to say "I'm done" multiple times in the chat, which gives the impression that you've given up. Along with that when things start to go badly you use the chat as your soap-box of sorts and just constantly complain about it throughout the whole game.

If you were joking then you should have said that you were joking after you typed them. Keep in mind that it's often hard to tell whether someone is joking or not with just text alone, so from the outside looking in it doesn't appear as if you're joking when you say this, especially considering everything else that you said in that game.
