FF@15 or AFK Farm

Ran into the summoner -- today. He was the jungler for our team and after not liking the "attitude" of our adc he said that he was giving up at 15 minutes and proceeded to start the surrender vote. Everyone but him voted no, as the game was not lost at 7 - 13. From that point on he never ganked, grouped, nor worked towards any objectives like dragon or baron. He only farmed the jungle and shopped. There was a major turning point in which we were all ready to do baron and he simply ran past the pit into the enemy jungle to do raptors then krugs.

As soon as the enemy team was up they retaliated and went to baron. Meanwhile, -- was still just farming the jungle. He was in position to help defend towers but stated "i just dont care thats why." I know our team wasn't perfect but it was the equivalent of playing a 4v5. As the game dragged on we simply could not keep up the 4v5 and we lost our whole base while Trundle was pushing top lane alone.

I hate running into players like this because it seriously only takes one person to screw up a game. He kept bragging in chat that he didn't care if this account got banned anyway cuz he'll just level another one to 30 and in fact he has another one that's already 17. He knew he was sabotaging us and even encouraged the enemy team to report him cuz he doesn't care. Can we give him what he deserves? Even if it's just a suspension this kind of attitude is just unacceptable for those who actually care about climbing in ranked.
