Riot needs to work on their report/ban system

Um so i recently got another chat ban but when I report someone for trolling in my game with Tk or someone is toxic I never get a post ban message its so cancer how the system works made a new account and is now level 21 and every game has trolls in it, not new people not people who have never played before. TROLLS and they int and rage when they don't get ganks but somehow after every one of these games they don't get banned and somehow I do honestly is it actually toxic if you're mad a shit head teammates who troll and int in your games. for example a couple games ago I gank top lane after clearing red and I tell them in chat and in pings I'm coming i walk into the lane via ward hop begin the gank top lanner meanwhile is farming the wave and refuses to fight the enemy i try to fight her (riven) and jump out and die giving riven red buff bc well troll top lane that doesnt get banned for trolling so out of everything that happens I continue to try and remain positive and tell ekko my top lanner don't fight her she has red buff and the first thing he does after I say it is walk up to her and fight her ekko has numerous ways to escape a riven its not to terribly difficult with the dash and ult and he actually fights her no more than 4 secs after I die and gives riven another kill he then tps back to lane and fights her again and dies giving riven 3 kills yet no ban for trolling and i get chat ban for calling someone bad or a troll that's a cancer system when I get banned for saying the blatantly obvious i think that this system needs a lot of work or to completely do away with it if someone is toxic so what mute them? xbox and ps4 are even bigger than league will ever be and do they have a cancer report system? No, they dont maybe there is no fixing the league community i dont think so ive been toxic since i started playing i will always be toxic i get mad when people troll in my games or dont look at the map for 4 mins at a time when im checking it every 5 secs. honestly im sure there are 1000's of players who would agree with this and maybe should be taken into consideration. like why do we have a report system if it only works on about 10% of the most toxic people what about the other 90 they just get to continue to troll and int in everyone else's games like ive played with the same troll multiple games on the same account and they troll every game! and they never get banned.
