Do players even get in trouble for afking with heimer?

Just had a heimer in my last game die one time. Start raging and blaming everybody. Starts following our mid lane around trying to steal his cs and finally goes into the enemy jungle and afks the rest of the game with his turret going on a monster. It's obviously not the first time this guy has intent lost a game and nothing has been done about him
