I just got -3LP because I dodged. Fair enough right? NO! There was a person who just banned my champion and blatantly says "I repeat I am trolling, you better leave or you will have a bad time." Come on, I get a -3 for this? I did my going-to-be teammates a favor. There should be a system for this.

This really sucks. But you should submit a support ticket for this. And remove the image, or edit it, as it is naming and shaming.
I just though of this: maybe there could be a button, indicating that player had done something bad, and set it as a reminder for your post-game report. It shouldn't kick a player from lobby, as he/she hasn't affected the gameplay yet.

think about if there was a report in pre-game. now this troll bans your champion but he is just quiet because he doesnt want to get pregame reported. and you dont know he is a troll until the game starts. now instead of losing 3 lp you lose 20lp + 20 minutes of your life.

Well if you are looking for this report, it is already there called report ticket.
Board rules say you can't show people name "Naming and shaming" you may want to edit that screenshot.
Also 3 lp is kind of worth it to not get paired with that person, you can submit a ticket to riot about harassment with the screenshot and they will deal with it.
There is one, you can take your screenshot and send a support ticket about that situation.
