Since Riot has made it clear that toxicity is absolutely not allowed, how will that work?

How will the IFS detect voice chat toxicity? If they bring Tribunal back, will we have to listen an entire game's voice chat just to detect the toxicity there? Will people that spam music etc be banned?

One suggestion I saw that was decent was to be able to tag the last minute of voice chat as containing some toxicity. I forgot who's idea this was but it wasn't mine.
