Considering playing in EuW

I have a question regarding playing League on different servers. Is it considered evading ban if one chooses to simply play in an auxillary account [same name, different region server]? I'm considering transferring all my resources into that account, simply because from my experience, NA servers in low elo is increasingly getting me into trouble from teamwork requests on chat. In EuW, I've noted little to no problem regarding team play & people are even stricter on toxic players [ie confirming they will be reported as a way to moderate the game, not simply to spite the player down in a micro-aggression.] I've grown a standard in playing this game for years that simply doesn't adhere to my current MMR matchups. [Mostly MMR can dip if you play support on ranked for too long, so the scores aren't always needed to win a game, still affects whoever logs with you]. I regret having tried to climb back in ELO with Taric support since he's all about empowering allies, but what's the point if they can't even stick to objectives/stay safe from ganks. had 50 wins and 50 losses with him, thus keeping me to 50% overall [a failing grade, according to MMR]

I have a 14 day ban with chat restriction & feel I'm part of the blame, but nontheless also feel that in a better environment, I could do my whole potential without resorting into frustration. Just really don't want to get in trouble & almost even willing to create a new account simply to transfer all my goods & keeping my chat clean & progressing with a smart approach, rather than an avoid all constructive teamplay option in this game. Emphasis on TEAM game, I don't want to be playing in a way that will challenge my teammates without my help.
